General Summary
The Senior Project Manager provides high level strategic oversight, assistance, training, leadership, and coordination of projects throughout the organization (capital, operational, and departmental) that are managed by specific project managers in their respective departments. This role ensures that all projects are aligned with organizational goals and are delivered on time, within scope, within budget, and is a voice internally and externally to key stakeholders regarding the status and progress of projects. The incumbent will exercise independent judgment in determining priorities; serves as a spokesperson to promote Parks and Recreation facilities and programs in the community; develops strong vision for Park and Recreation System Planning; may recommend park and recreation policy to the Superintendent. The role mentors and assists all project managers in various departments, oversees a centralized project management system, and enforces standards for planning, execution, and reporting. This position serves as a key liaison with contractors, consultants, vendors and community partners and delivers executive-level updates to leadership and stakeholders.
Requirements and Job Specifications
Education Required: Graduation from an accredited 4-year college or university.
Preferred: Master's degree from an accredited college or university.
Area of Study (major) Required: Project Management, Construction Management, Engineering, Architecture, Public Administration, or closely related field

Certification(s) Required: Certified Parks and Recreation Executive (CPRE) through NRPA
Preferred: Project Management Professional Certification through PMI

Years Relevant Work Experience: Minimum of five (5) years of direct experience in project management and contracts including three (3) or more years in a senior leadership role overseeing complex, cross- functional initiatives. Proven success managing?multi-million-dollar capital or infrastructure projects, preferably within public agencies or large organizations of comparable size and complexity. An equivalent combination of education and/or experience will be considered.
Preferred: Ten (10) or more years of direct experience managing multi-million-dollar projects.
Knowledge, Skills and Abilities:
- Knowledge of strategic planning process, project management, preferably in park operations, management practices, conservation & land management; with the ability to identify, develop and execute innovative programs and partnerships.
- Ability to be a visionary leader, with experience in leading change, enhancing visibility and alliance development to build a consensus among the many diverse stakeholders.
- Experience in budget management, preferably in municipal finance, with the ability to effectively interpret and justify operational and capital budget proposals to the Commission and to the general public.
- Experience in administration, policy development, and community development including the ability to lead work force to achieve mission, vision and objectives.
- Leadership skills, managerial, presentation and judgment skills with a proven track record to establishing effective working relationships of coworkers, employees, community leaders, general public; collaborate with diverse constituent groups & audiences to achieve mission.
- Strong communication and conflict resolution skills with the ability to analyze and evaluate complex operational and administrative problems and develop or implement corrective action to resolve problems.
- Experience in staff development and planning for succession in key positions.

Functions and DutiesEssential Functions and Duties: - Provide strategic oversight of all current and future projects, including but not limited to capital, operational, and departmental projects across BREC, ensuring alignment with organizational goals.
- Train, mentor, and support all BREC project managers and coordinators to improve consistency, efficiency, and results across departments.
- Implement and manager a centralized project management system to track milestones, budgets, risks, and key deliverables.
- Coordinate and communicate with contractors, consultants, vendors, and community partners to ensure seamless project execution.
- Direct and facilitate capital improvement planning (CCD), including project prioritization, budget forecasting, and schedule development.
- Deliver timely, executive-level project updates to BREC leadership, the Commission, and external stakeholders.
- Establish and enforce standards and procedures for project planning, documentation, procurement, budgeting, reporting and delivery.
- Oversees agenda for special projects committee and attends meetings of the BREC Commission, Community, Advisory Committees, as well as professional conferences, as a representative of the agency
- Make recommendations to the Superintendent for policy changes

Supplemental Information Full time, exempt-level position. Minimum eight-hour days, five days per week; evening and weekend hours as required. The Senior Project Manager is available on call as necessary.

Coverage is effective the first of the month, following two months of employment, a (2 month waiting period). Employee cost per month for HMO: $175.43 - employee only; $597.45 - employee & spouse or employee & dependent children; $962.52 - family. Employee cost per month for PPO: $375.23 - employee only; $975.50 - employee & spouse or employee & dependent children; $1,492.70 - family. Employee cost per month for Blue Saver: $39.08 - employee only; $162.68 - employee & spouse or employee & dependent children; $290.49 - family.
LIFE INSURANCE: All full-time employees are insured under a Group Term-Life Insurance policy through Equitable Life Insurance Company a subsidiary of Blue Cross and Blue Shield of Louisiana. Coverage is subject to decrease at age 65 and 70. There is no cost to the employee except for salaries more than $50,000 which are subject to the imputed income clause under the IRS regulations. Coverage is effective immediately.
RETIREMENT SYSTEM: BREC contributions to the City-Parish Employees' Retirement System for each employee amount to 37.41% of salary. Employees contribute at the rate of 9.5%. Retirement contributions are tax deferred. Personal contributions are kept on account and refunded if employees leave BREC before their retirement. Additional benefit opportunities are available after 25 years through the DROP program. BREC also offers a Supplemental Retirement DEFERRED COMPENSATION PLAN through payroll deduction.
HOLIDAYS: BREC employees receive twelve (12) paid holidays per year.
SICK LEAVE: BREC employees accumulate sick leave at the rate of 100 hours per year the first five years they are employed; accrual of hours will increase based on the number of years of service, thereafter, up to 192 hours for 15 or more years. Employee is eligible to utilize leave after 30 days of continuous employment.
ANNUAL LEAVE: BREC employees earn annual leave at the rate of 100 hours per year the first five years they are employed; accrual of hours will increased based on the number of years of service, thereafter, up to 192 hours for 15 or more years. FULL-TIME STATUS: Upon completion of a six-month probationary periods and approval of supervisor, full-time status will be achieved.
